We are a group of people who love the Navy and the Chaplain Corps and desire that it become a more equitable organization. Our attorney, Mr. Art Schulcz, is a retired army officer who has taken an interest in our case and has been working pro bono since its beginning. As an attorney, Mr. Schulcz specializes in environmental law and toxic waste cleanup.

Mr. Schulcz originally filed this case in District Court in Washington, D.C. in 1999. Since then, three cases have been combined into one and a number of motions are pending before the court. This site contains a detailed report on the current status of the litigation.

Chaplains have been told that the litigation has ended and that the litigants have lost. That is not the case. In fact, our attorney recently filed a Motion for Preliminary Injunction to stop Chaplain Corps promotion boards until the Navy changes the way it runs these boards.

This action is based on our belief that the Navy Chaplain Corps is biased in its treatment of chaplains. We believe that this bias is unconstitutional and that it extends to every avenue by which the corps manages its chaplains. We have compiled extensive evidence that promotion boards have favored Roman Catholics and liturgical Protestants, particularly at the Commander and Captain levels. We have evidence that Roman Catholics have been afforded privileges not extended to others.

We believe that the denomination composition of the Chaplain Corps should reflect the denomination composition of the people it serves, which it currently does not.

We have evidence that the Chaplain Corps continues to operate on a denomination quota system in its recuiting. This quota system seems to be based on an arbitrary "thirds" policy which is not based on the religious makeup of the men and women of the Navy, Marine Corps and Coast Guard.

Our attorney has obtained the services of Dr. Harald Leuba, a professional statistician, who continues to develop statistics showing that denomination colors everything that happens in the Chaplain Corps. One of our allegations is that the Chief of Chaplains or his Deputy should not serve on promotion boards because of the improper influence they exert over board results. Dr. Leuba has shown that at the rank of Commander, the promotion rate of the Chief’s denomination increases at a significant rate during his tenure. This is just one of the issues we are seeking to keep before the Court.
